Summary 0000063: add procedures to view certificate from learning center
Description Procedures do not yet exist to view an earned certificate for a learner. From the My Certificates page, the learner is presented with the view/print button for each earned certificate, but the page does not have the conditional procedures to output the requested certificate.

It is currently set up to request the certificate from itself using the action 'view'. Other variables needed to output the certificate are the certificate_id and registration_id.
