0000137: undefined index: completion_date error when completion date is left blank in the edistatus action object

Description

In the editstatus bulk action for regbrowser, if you select any status and try to perform the action without having completion date filled, it will not perform the action and will result in this message:

This action has malfunctioned: Undefined index: completion_date

If you try to change the status to 'completed' or 'passed', editstatus should require a completion date, although with an appropriate error message (rather than undefined index). But if you change the status to anything else, completion date should not be required and it should not malfunction if it is not filled out.
